RFI government responses will be provided to the offeror(s), any questions or concerns of the responses should be addressed as a follow on RFI. Once the RFIs have been provided to the offeror(s), a request for technical proposal (RFTP) will be sent to the offeror(s) to submit the technical proposal to the government contracting office. Technical proposals are not to have any pricing, unit nor total, but does need to have all material and quantiles as required for any proposal. At this time, no additional RFIs are to be submitted. A technical evaluation of the technical proposal will be conducted and only the offeror(s) found to be technically acceptable will proceed to Step-Two. Step-Two – a request for price bid (RFPB) will be sent to all offerors that had Step-One found to be technically acceptable. And a date / time for submission of price bid will be stated. In Step-Two, a cover page of the total price and follow-on pages of full pricing break down to include material unit/total prices. During this step no additional RFIs are to be submitted , and no additional site visits are anticipated but can be requested to assist in developing pricing. After submission of price bids, a bid opening date will be advertised. During the bid opening, only the total submitted bid price from price bid cover page of each offeror will be verbalized. And an apparent low bid offeror will be announced at the bid opening. A more in-depth price evaluation will be conducted on the apparent low bid offeror’s proposal to determine full acceptability. If low bid offeror’s price bid is found to be unacceptable, the next lowest offeror’s price bid will be evaluated for acceptability.
